Twala Advocates for Adoption of Senate Version of CADENA Bill During House Deliberations

The deliberations were conducted by the House Committee on Information and Communications Technology, chaired by Congressman Migz Villafuerte.

Representing Twala during the committee hearing was Mr. Jiggy Calucag, Director for Government Relations, together with members of Twala’s policy and government relations team. Mr. Calucag delivered Twala’s statement of support as part of the ongoing Technical Working Group discussions on the CADENA Act previously undertaken in the Senate under the sponsorship of Senator Bam Aquino.

During his presentation, Mr. Calucag emphasized that Twala respectfully recommends the adoption of Senate Bill No. 1506, citing its comprehensive, future-ready, and interoperable framework for transparent digital governance.

“The immediate adoption of the Senate version of the CADENA Bill will help accelerate the implementation of a more transparent, accountable, and technology-driven governance framework for the Philippines,” Mr. Calucag stated during the deliberations.

According to Twala, the Senate version provides a more robust and complete architecture for public transparency and accountability by mandating structured disclosure of government transactions across the entire budget cycle. The proposed framework enables citizens to trace, verify, and analyze the flow of public funds through secure and machine-readable systems.

Twala further emphasized that the Senate version is technology-neutral and future-proof, allowing the use of distributed ledger technologies such as blockchain and other emerging secure data integrity technologies while incorporating mechanisms for future technological evolution.

The company also highlighted the Senate version’s provisions on interoperability, open APIs, structured data standards, digital signatures, cryptographic verification, immutable audit trails, and clear accountability mechanisms designed to ensure transparency, traceability, and legal reliability of government records.

Mr. Calucag likewise expressed support for the Department of Information and Communications Technology’s (DICT) position to establish and maintain the country’s blockchain infrastructure locally, emphasizing the importance of digital sovereignty, cybersecurity, resilience, and national control over critical digital infrastructure supporting government services and public records.

Twala also cited the Senate version’s phased implementation framework, which allows practical and scalable nationwide adoption while aligning implementation with agency readiness and institutional capacity.

The proposed CADENA Act seeks to institutionalize a secure and transparent system for monitoring government expenditures and public financial records through blockchain-enabled technologies and digital governance systems.
