IBP Quezon City Partners with Twala to Empower Lawyers with Legal Tech Solutions

Quezon City, Philippines — DOST-backed tech startup Twala has digitally signed a Memorandum of Agreement (MOA) with the Integrated Bar of the Philippines (IBP) Quezon City Chapter—the largest IBP chapter in the country—to equip around 13,000 lawyers with cutting-edge digital signature and electronic notary solutions, pushing digital transformation farther in the legal profession.

The signing ceremony, held on October 14, 2025, took place at the IBP Quezon City Office located at Quezon City Hall. The agreement was signed by Atty. Rowell Ilagan, President of IBP Quezon City Chapter, and Atty. Herminio “Third” Bagro, Co-Founder and General Counsel of Twala, and witnessed by Atty. Rodolfo John Paul C. Palattao III, Chapter Auditor of IBP Quezon City and Engr. Jeffrey Reyes, President and CEO of Twala. The event was attended by officers and members of the IBP QC Chapter alongside representatives from Twala.

Through this partnership, IBP Quezon City members will gain access to Twala’s digital solutions, including electronic signatures, electronic notary, and intelligent document management—technologies powered by Artificial Intelligence (AI) and secured by blockchain.

Twala has previously collaborated with the Supreme Court of the Philippines in establishing the country’s Rules on Electronic Notarization, which were approved in February 2025, providing the legal foundation for the use of e-notarization nationwide. Twala has also partnered with several government agencies such as the Department of Science and Technology (DOST), Department of Information and Communications Technology (DICT), Senate of the Philippines, Anti-Red Tape Authority (ARTA), and the Philippine Economic Zone Authority (PEZA) for various digitization efforts.

The partnership between Twala and IBP Quezon City seeks to foster digital empowerment within the legal community by conducting joint initiatives such as webinars, seminars, and training sessions to educate members on digital signatures, electronic notarization, and related technologies. It also includes extending discounted subscription packages to IBP Quezon City members for Twala’s Digital Signature and Electronic Notary Facility, along with providing technical demonstrations, onboarding support, and training.

Furthermore, the collaboration supports the Chapter’s Unified Legal Aid Service (ULAS) program through sponsorships and co-organized activities. This agreement formalizes the ongoing cooperation between the two parties and paves the way for future partnerships aimed at advancing the legal profession through technology.

In line with this initiative, Twala is set to sign partnership agreements with several other IBP chapters in the coming weeks, further expanding its efforts to promote digital transformation and strengthen the legal community’s adoption of technologies to help democratize and make accessible the legal profession.
